After the unexpected bombing of Pearl Habor, President Roosevelt tried to improve the system by creating the War Production Board. The WPB had the authority to set priorities and production goals and control the distribution of raw materials and supplies. Almost immediatley the WPB had problems with the military, so Roosevelt being such a smart guy made The Office of War Moblization this organization settled the arguments among the differences between these agencies.
